Section 45-35A-51.08 Personnel director. The personnel director shall be elected or appointed by the personnel board and he or she shall serve at the pleasure of the board. He or she shall be over 21 years of age, be of recognized good character and administrative ability, and be or become within 30 days of appointment, a bonafide resident of Dothan. The salary of the personnel director shall be fixed by the personnel board. The director shall have power and authority and it shall be his or her duty to do all of the following: (1) Direct and supervise the administrative and technical activities of the department. Section 45-35A-51.12 Tests. (a) General. The director shall prepare and conduct tests for the purpose of enabling him or her to establish employment registers for the various classes of positions in the classified service. The tests shall be prepared and conducted so as to take into consideration elements of character, reputation, education, aptitude, experience, knowledge, physical fitness, and other pertinent matters.
