Section 31-5A-5 Administration of veterans' homes; appointment of department representative;
duties; compensation; annual report. It shall be the duty of the State Service Commissioner
to appoint a department representative for any Alabama state veterans' home, subject to approval
of the State Board of Veterans' Affairs. The department representative position herein provided
for shall be exempt status (non-merit), and shall be subject to guidelines as established
herein. Each department representative will be appointed on the basis of education, ability,
and experience in the administration of medical facilities and/or nursing homes, without regard

Section 3-7A-11 County rabies officer; application; appointment; term; powers and duties; authority
of county board of health. (a) The county board of health shall nominate annually one duly
licensed veterinarian from each county within the state for the position of rabies officer.
Applications for this position may be received from any duly licensed veterinarian residing
within the county, or in the event that no applications are received, from the Alabama Veterinary

shall receive preference in hiring. Whenever it is impossible to certify eligible persons
to a vacancy, the board may authorize the appointing authority to fill the vacancy temporarily
