The fees for examination, licenses, and certificates, as provided for in this article, shall be paid in advance to the secretary of the board and by him or her paid each month into the county treasury to the credit of a fund for the use of the board. The board may, under rules and regulations to be promulgated by the board, issue limited licenses, in the case of teachers, to persons who hold an optometric degree where such persons are not licensed and registered to practice optometry in this state.
