Section 27-61-1 Surplus Lines Insurance Multi-State Compliance Compact. The Surplus Lines Insurance
Multi-State Compliance Compact Act is enacted into law and entered into with all jurisdictions
mutually adopting the compact in the form substantially as follows: PREAMBLE WHEREAS, with
regard to Non-Admitted Insurance policies with risk exposures located in multiple states,
the 111th United States Congress has stipulated in Title V, Subtitle B, the Non-Admitted and
Reinsurance Reform Act of 2010, of the Dodd-Frank Wall Street Reform and Consumer Protection
Act, hereafter, the NRRA, that: (A) The placement of Non-Admitted Insurance shall be subject
to the statutory and regulatory requirements solely of the insured's Home State, and (B) Any
law, regulation, provision, or action of any State that applies or purports to apply to Non-Admitted
Insurance sold to, solicited by, or negotiated with an insured whose Home State is another

Section 8-17-275 Violations. (a) A manufacturer, wholesale dealer, agent, or any other person
or entity who knowingly sells or offers to sell cigarettes, other than through retail sale,
in violation of Section 8-17-272, shall be subject to a civil penalty not to exceed one hundred
dollars ($100) for each pack of the cigarettes sold or offered for sale provided that in no
case shall the penalty against a person or entity for that violation exceed one hundred thousand
dollars ($100,000) during any 30-day period. (b) A retail dealer who knowingly sells or offers
to sell cigarettes in violation of Section 8-17-272 shall be subject to a civil penalty not
to exceed one hundred dollars ($100) for each pack of the cigarettes sold or offered for sale,
provided that in no case shall the penalty against any retail dealer exceed twenty-five thousand

Section 45-49-245 Stamp to be affixed to cover of each magazine containing photographs, etc.,
of uncovered genital organs or female breasts. Each magazine sold at retail in Mobile County
which contains pictures, photographs, or drawings of uncovered female breasts or the uncovered
genital organs of any man or woman shall have a stamp affixed to its cover. The Tax Collector
of Mobile County shall provide each wholesaler of such magazines with a stamp to be affixed
to the magazines, and the wholesaler shall be responsible for affixing the stamp to each magazine
that comes within the meaning of this part. If a magazine that comes within the meaning of
this part is purchased directly from the publisher, then the retailer shall be responsible

Section 45-49-249.51 Amount of tax. This subpart applies to the collection and enforcement
of all county privilege, license, or excise taxes levied or authorized to be levied by local
law or resolution of the Mobile County Commission on the sale, distribution, storage, use,
or otherwise consumption of cigarette and other tobacco products in the county whether collected
by the State Department of Revenue or the Mobile County Commission prior to October 1, 2019,

Section 45-49-171.23 Regulation of intermittent food service establishments. (a) For the purposes
of this section, the following terms shall have the following meanings: (1) INTERMITTENT FOOD
SERVICE ESTABLISHMENT. Any entity that has a physical address within Mobile County that does
not prepare or serve food in its regular line of business but prepares and serves food on

Section 45-49-249.59 Duties of Mobile County Tobacco Tax Collector; monthly report. The Mobile
County Tobacco Tax Collector shall have the duties relative to the preparation and sale of
stamps to evidence the payment of the tax on products suitable for affixing the stamp. In
the event tobacco stamps are not available, or not suitable for affixing to certain tobacco

Section 13A-12-3.1 Definitions. For purposes of this article, the following terms shall have
