Section 45-17A-50.01 Definitions. As used in this part, unless the context indicates otherwise, the following words, terms, and phrases shall have the meanings ascribed to them: (1) APPOINTING AUTHORITY. The city council and mayor, who shall appoint all heads of departments, and the civil service board, who shall appoint all other covered employees, as established by state law, city ordinance, or other legal requirement. Section 45-8A-71.11 Civil service board - Vacancies in positions; appointment from eligible register. Whenever a vacancy exists in any position in the service of the city, it shall be filled by appointment of a person on the appropriate eligible register of the board.
