Section 16-27A-4 Notice of violation; destruction of images and information. (a) After review
of the violation by a law enforcement officer or trained technician, the governing body or
contractor shall send the owner of a vehicle that has been detected by the device as being
involved in a school bus violation a notice of violation by U. S. mail. A notice of violation
shall be mailed no later than 14 days after being reviewed by law enforcement. In the event
there is more than one owner, the notice may be issued to the first person listed on the title
or other evidence of ownership, or jointly to all listed owners. (b) The notice of violation
shall include at a minimum each of the following items of information: (1) The name and address
of the person alleged to be liable as the owner of the motor vehicle involved in the violation.
(2) The license tag number of the vehicle. (3) The violation charged. (4) The date, time,

Section 45-49-102.20 School-based decision making pilot programs. (a) By January 1, 1999, the
Mobile County School Board shall adopt a policy for implementing pilot programs for school-based
decision making beginning with the 1999-2000 school year pursuant to this subpart and shall
select schools to participate in the pilot program as follows: (1) One elementary school in
each Senate district. (2) One middle school selected from the county. (3) One high school
selected from the county. (b) In addition to the schools selected pursuant to subdivisions
(1), (2), and of subsection (a), any other school located within the Mobile County School

Section 16-26A-3 Creation of Alabama High School of Mathematics and Science; governance by
board of directors. (a) There is hereby created a pilot program to be called the Alabama High
School of Mathematics and Science, which shall be a residential institution located in Mobile
County, at a site to be determined by the board of directors. The school shall open and formally

Section 16-27A-2 Definitions. The following definitions and provisions shall apply to this
chapter: (1) AUTOMATED DEVICE. Any camera or recording device that uses a vehicle sensor and
camera synchronized to record by photograph or video the rear of a motor vehicle approaching

Section 45-49-234 Jail store; disposition of funds. (a) The Sheriff of Mobile County or the
authorized agents of the sheriff may operate a jail store for prisoners within the confines
of the county jail. The jail store shall be operated to serve the needs of the jail population.
(b)(1) The sheriff shall establish and maintain a Law Enforcement Fund in a bank located in
Mobile County. All proceeds collected under this section shall be deposited by the sheriff
into the Law Enforcement Fund. (2) The sheriff or authorized agent of the sheriff shall keep
an account of all jail store sales and transactions of the Law Enforcement Fund for audit

Section 45-49-101.08 Appeals. A person who contests a notice of violation and is adjudicated
by the court to be responsible for the civil fine may appeal the adjudication for a trial
de nova to the Circuit Court of Mobile County, in which the district or municipal court is
located, using the procedures that apply to criminal convictions with the following qualifications:
(1) The proceedings shall retain their civil nature on appeal with the circuit court applying
the preponderance of the evidence standard. (2) The person appealing, as a condition precedent

Section 45-49-151.17 Disposition of funds. (a) All fees, commissions, taxes, and other monies,
including fines and forfeitures, received under this subpart shall be paid to the racing commission
and shall be remitted by it to the county treasurer for deposit in the county treasury to

Section 45-49-151.41 Limitation on construction or operation of racetrack outside Prichard
and Saraland. (a) This section relates only to Mobile County and only to lands located outside
of the municipalities of Prichard and Saraland. (b) The Mobile County Commission shall not
license the construction or operation of any racetrack, for any purpose, on lands located
outside of the municipalities of Prichard and Saraland that has five or more residences within

Section 16-16A-7 Additional findings; bonds authorized; procedures. (a) The Legislature finds
that the number of students attending the several school systems located in those areas of
North Alabama that will be directly impacted by the 2005 BRAC and Subsequent BRAC Actions
will collectively increase by an estimated 9,000 students. As a result, there will be a need
for the construction of additional school facilities as well as the renovation of existing
