Section 45-49-100.20 Annual appropriation. (a) The Mobile County Commission shall appropriate annually for a period of 10 years the sum of one million two hundred thousand dollars ($1,200,000) from the county general fund to the Mobile County School Board. The board shall use the funds for retirement of debt. (b) Subject to the requirements of Amendment 474 to the Constitution of Alabama of 1901, the first appropriation shall be made within 30 days after May 7, 1992. To increase public confidence in the fairness of the state tax system, the state shall provide an independent agency with tax expertise to resolve disputes between the Department of Revenue and taxpayers, prior to requiring the payment of the amounts in issue or the posting of a bond, but after the taxpayer has had a full opportunity to attempt settlement with the Department of Revenue based, among other things, on the hazards of litigation. There is hereby created the Alabama Transportation Safety Fund in the State Treasury. (a) Effective October 1, 2013, the 911 Fund shall be created as an insured interest-bearing account into which the 911 Board shall deposit all revenues derived from the service charge levied on voice communications service providers under this chapter and all prepaid wireless 911 charges received from the department.
