Section 45-49-102.31 Policy areas implemented by principal. Subject to applicable state and
school board guidelines and statutory state and federal provisions, the school council in
a pilot program shall adopt a policy to be implemented by the principal in the following additional
areas: (1) Recommendation of optional courses to be approved by the school board. (2) Determination
of the schedule of the school day and week, subject to the beginning and ending times of the
school day and school calendar year as established by the school board. (3) Determination
of the use of school space by outside groups during the school day and after school hours.
(4) Selection and implementation of discipline and classroom management techniques, including
responsibilities of the student, parent, teacher, counselor, and principal. (5) Selection

Section 45-49-102.21 School council - Creation; composition. Each public school in a pilot
program shall form a school council which shall be composed of three parent representatives,
two teachers, and the principal or administrator. These six members shall select a seventh
member who shall not be a relative of any other member of the school council. The seventh

Section 41-23-213 Grant program; rulemaking authority; Alabama Broadband Accessibility Fund.
(a) The Director of ADECA may establish and administer the broadband accessibility grant program
for the purpose of promoting the deployment and adoption of broadband Internet access services
to unserved areas. By June 26, 2018, the director shall adopt rules and policies to administer
the program and begin to accept applications for grants, and shall adopt such rules as may
be necessary to meet the future needs of the grant program. (b) The program shall be administered
pursuant to policies developed by ADECA in compliance with this article. The policies shall
provide for the awarding of grants to non-governmental entities that are cooperatives, corporations,

Members is hereby recognized as the organization and representative agency of the members
of the school boards of Alabama. The State Superintendent of Education, the State Department

decision making. A school selected to the pilot program may choose to be exempt from the administrative
structure set forth by this subpart and may develop a model for implementing school-based
decision making including, but not limited to, a description of the membership, organization,

Section 45-28A-30 Board of education - Established. (a) There is hereby established a school
board for the City of Attalla, Alabama, which board shall be called the Attalla Board of Education.
The members of such board shall be elected by vote of the qualified electors of the City of
Attalla, Alabama, as hereinafter provided. The board shall be composed of five members, with
