Section 16-6F-4 Definitions. For the purposes of this chapter, the following terms shall have
the following meanings: (1) APPLICANT. Any group with 501(c)(3) tax-exempt status or that
has submitted an application for 501(c)(3) tax-exempt status that develops and submits an
application for a public charter school to an authorizer. (2) APPLICATION. A proposal from
an applicant to an authorizer to enter into a charter contract whereby the proposed school
obtains public charter school status. (3) AT-RISK STUDENT. A student who has an economic or
academic disadvantage that requires special services and assistance to succeed in educational
programs. The term includes, but is not limited to, students who are members of economically
disadvantaged families, students who are identified as having special education needs, students
who are limited in English proficiency, students who are at risk of dropping out of high school,

Section 16-6F-5 Enrollment; credits; student capacity; records. (a) Open enrollment. (1) A
public charter school shall be open to any student residing in the state. (2) A school system
shall not require any student enrolled in the school system to attend a start-up public charter

Section 16-1-20.5 Protection of student religious liberties. (a) This section shall be known
and may be cited as the "Alabama Student Religious Liberties Act of 2015." (b) A
public local board of education may not discriminate against students or parents on the basis

Section 22-1-16 Prescribing, dispensing, and administering auto-injectable epinephrine; liability;
reports; rulemaking authority. (a) As used in this section, the following words shall have

Section 41-23-213 Grant program; rulemaking authority; Alabama Broadband Accessibility Fund.
(a) The Director of ADECA may establish and administer the broadband accessibility grant program
for the purpose of promoting the deployment and adoption of broadband Internet access services
to unserved areas. By June 26, 2018, the director shall adopt rules and policies to administer
the program and begin to accept applications for grants, and shall adopt such rules as may
be necessary to meet the future needs of the grant program. (b) The program shall be administered
pursuant to policies developed by ADECA in compliance with this article. The policies shall
provide for the awarding of grants to non-governmental entities that are cooperatives, corporations,
