Section 41-15B-1 Definitions. For purposes of this chapter, the following terms have the meanings
respectively ascribed to them: (1) AT-RISK CHILDREN. Children who because of social, health,
or educational factors are experiencing difficulty with learning, school achievement, or preparation
for employment as evidenced by excessive absence from school without acceptable excuse, by
virtue of being parents, by having been referred to the juvenile court, or by being one or
more years behind their age group in the number of credits obtained or in basic skill levels
obtained. (2) CHILD POPULATION. The population of children below the age of 18 in any federal
decennial census. (3) COUNCIL. The Alabama Children's Policy Council created pursuant to Sections

Section 16-22A-3 Definitions. When used in this chapter only, the following terms shall have
the following meanings, respectively, unless the context clearly indicates otherwise: (1)
APPLICANT. A certified or noncertified individual who submits an application for employment
to a local employing board or any nonpublic school, to act in any capacity in which the individual

Section 16-1-41.1 School board governance improvement. (a) This section shall be known and
may be cited as the School Board Governance Improvement Act of 2012. (b) The Legislature finds
and declares all of the following: (1) That the purpose of this section is to enhance the
effectiveness of public education governance in Alabama through the establishment of training

Section 41-15B-2.2 Allocation of trust fund revenues. (a) For each fiscal year, beginning October
1, 1999, contingent upon the Children First Trust Fund receiving tobacco revenues and upon
appropriation by the Legislature, an amount of up to and including two hundred twenty-five

Section 16-28B-3 Definitions. The following terms have the following meanings: (1) BULLYING.
A continuous pattern of intentional behavior that takes place on or off of school property,
on a school bus, or at a school-sponsored function including, but not limited to, cyberbullying
or written, electronic, verbal, or physical acts that are reasonably perceived as being motivated
by any characteristic of a student, or by the association of a student with an individual
who has a particular characteristic, if the characteristic falls into one of the categories
of personal characteristics contained in the model policy adopted by the department or by

Section 16-6F-7 Applicant proposals; conversion to public charter school; terms of charters;
contracts. (a) Request for proposals. (1) To solicit, encourage, and guide the development
of quality public charter school applications, every local school board, in its role as public
charter school authorizer, shall issue and broadly publicize a request for proposals for public
charter school applications by July 17, 2015, and by November 1 in each subsequent year. The
content and dissemination of the request for proposals shall be consistent with the purposes

Section 16-28B-6 Duties of schools. Each school shall do all of the following: (1) Develop
and implement evidence-based practices to promote a school environment that is free of harassment,
