Section 45-37-90.01 Definitions. (a) The words and terms defined in this section shall have
the meanings respectively ascribed to them herein unless it is apparent from the context that
a different meaning is intended: (1) AUTHORITY. The civic center authority created by this
part. (2) COUNTY. Any county to which this part applies. (3) COUNTY SEAT. The municipality
wherein the county seat of the county is situated. (4) MAYOR. The mayor or other chief executive
officer of a municipality. (5) NEXT TO THE LARGEST MUNICIPALITY. That municipality of the
county which, according to the last or any subsequent federal census, has the largest population
of any municipality in the county, excluding the county seat. (6) PERSON. Means and includes
a natural person, a corporation, a partnership, an association, or any other entity. (b) The

Section 45-49-160 Competitive bids for lease of warehouse storage, office space, etc. (a) Whenever
any political subdivision of Mobile County or any agency of such subdivision deems it necessary
to lease any warehouse, storage, shop, office space, or land for official business purposes
from or to any individual, association, corporation, partnership, or other business entity,
it shall first have its purchasing agent solicit competitive sealed bids for such lease agreements

Section 45-49-170 Mobile County Litter Control Act. (a)(1) Recognizing the rapid growth of
the County of Mobile and the need for a healthful, clean, and beautiful environment; and further
recognizing that the proliferation and accumulation of litter discarded throughout Mobile
County impairs this need and constitutes a public health hazard; and further recognizing the
addition need of effective litter control, there is hereby enacted this Mobile County Litter

Section 8-17-275 Violations. (a) A manufacturer, wholesale dealer, agent, or any other person
or entity who knowingly sells or offers to sell cigarettes, other than through retail sale,
in violation of Section 8-17-272, shall be subject to a civil penalty not to exceed one hundred
dollars ($100) for each pack of the cigarettes sold or offered for sale provided that in no
case shall the penalty against a person or entity for that violation exceed one hundred thousand
dollars ($100,000) during any 30-day period. (b) A retail dealer who knowingly sells or offers
