Section 40-23-31 Department to make rules and regulations. The Department of Revenue shall
from time to time promulgate such rules and regulations for making returns and for ascertainment,
assessment and collection of the tax imposed hereunder as it may be deemed necessary to enforce
its provisions; and upon request shall furnish any taxpayer with a copy of such rules and
regulations. The department may adopt rules and regulations providing for the issuance of
permits to manufacturers to purchase tangible personal property without the payment to the
vendor of the sales tax, and providing for such manufacturer to report and pay such tax directly
to the department, in instances where the department determines that it is practically impossible

Section 11-98-5.2 911 Fund. (a) Effective October 1, 2013, the 911 Fund shall be created as
an insured interest-bearing account into which the 911 Board shall deposit all revenues derived
from the service charge levied on voice communications service providers under this chapter
and all prepaid wireless 911 charges received from the department. The revenues deposited
into the 911 Fund shall not be monies or property of the state and shall not be subject to

Section 22-30-16 Responsibilities of hazardous waste storage and treatment facility and hazardous
waste disposal site operators. (a) The department, acting through the commission, is authorized
to promulgate rules and regulations establishing such standards, applicable to owners and
operators of hazardous waste treatment, storage or disposal facilities as may be necessary
