Section 16-44B-1 Compact. ARTICLE I PURPOSE It is the purpose of this compact to remove
barriers to education success imposed on children of military families because of frequent
moves and deployment of their parents by: A. Facilitating the timely enrollment of children
of military families and ensuring that they are not placed at a disadvantage due to difficulty
in the transfer of education records from the previous school district(s) or variations in
entrance/age requirements. B. Facilitating the student placement process through which children
of military families are not disadvantaged by variations in attendance requirements, scheduling,
sequencing, grading, course content or assessment. C. Facilitating the qualification and eligibility
for enrollment, educational programs, and participation in extracurricular academic, athletic,
and social activities. D. Facilitating the on-time graduation of children of military families.

Section 17-11-4 Form and contents of application; signature of applicant; filing of
application. The application required in Section 17-11-3 shall be filed with the person
designated to serve as the absentee election manager. The application shall be in a form prescribed
and designed by the Secretary of State and shall be used throughout the state. Notwithstanding
the foregoing, handwritten applications can also be accepted at any time prior to the five-day
deadline to receive absentee ballot applications as provided in Section 17-11-3. The

Section 17-13-18 Candidate with majority of votes declared nominee of party; second
primary election; certification of results. (a) At the respective meetings of the respective
executive committees, the county executive committee, as to candidates in the primary election
for office, except candidates for county office, shall publicly ascertain, determine, and
declare whether any candidate for office in the primary election has received a majority of
the votes cast for the office, and, if so, declare the candidate the nominee of the party
for the office for which he or she was a candidate and for which he or she received a majority

Section 9-8-23 Creation and incorporation of districts; increase or decrease in boundaries;
reorganization; change of name. (a) Any 25 owners of land lying within the limits of the territory
proposed to be organized into a district may file a petition with the State Soil and Water
Conservation Committee asking that a soil and water conservation district be organized to
function in the territory described in the petition. Such petition shall set forth: (1) The
proposed name of said district; (2) That there is need in the interest of the public health,
safety and welfare for a soil and water conservation district to function in the territory
described in the petition; (3) A description of the territory proposed to be organized as

Section 17-3-30.1 Disqualification of electors for felonies involving moral turpitude.
(a) This section shall be known and may be cited as the Felony Voter Disqualification
Act. (b)(1) The Legislature finds and declares that: a. Article VIII of the Constitution of
Alabama of 1901, now appearing as Section 177 of Article VIII of the Official Recompilation
of the Constitution of Alabama of 1901, as amended, provides that Alabama citizens shall lose
the right to vote when convicted of a crime only if the conviction was for a felony involving
moral turpitude. b. Under general law, there is no comprehensive list of felonies that involve
moral turpitude which disqualify a person from exercising his or her right to vote. Neither
individuals with felony convictions nor election officials have a comprehensive, authoritative
source for determining if a felony conviction involves moral turpitude and is therefore a
