Section 45-8A-23.188 Borrowing in anticipation of property taxes. In any budget year, in anticipation
of the collection of the property tax for such year, whether levied or to be levied in such
year, the council may by resolution authorize the borrowing of money by the issuance of negotiable
notes of the city, each of which shall be designated "tax anticipation note for the year
2___." (stating the budget year). Such notes may be issued for periods not exceeding
one year and may be renewed from time to time for periods not exceeding one year, but together
with renewals shall mature and be paid not later than the end of the third fiscal year after
the budget year in which the original notes shall have been issued. The amount of the tax
anticipation notes originally issued in any budget year shall not exceed 50 percent of the

The county tax collector must each year make a final settlement under oath with the treasurers
of such municipalities at the time he is required to make settlement with the state and then
pay over to the treasurers of such municipalities the balance of the municipal taxes due from
him as such tax collector and not paid over prior to that date according to the tax books

Section 2-9-7 Withdrawals and expenditures to be pursuant to budget and allotment; unappropriated
or unexpended funds. The withdrawal or expenditure of any funds in the State Treasury to the

Section 27-21A-12 Protection against insolvency. (a) Unless otherwise provided below, each
health maintenance organization shall deposit with the commissioner, or with any organization
or trustee acceptable to him through which a custodial or controlled account is utilized,

Section 29-13-4 Transfer of funds. (a) Beginning on October 1, 2020, and on October 1 of each
fiscal year thereafter, there is transferred into the General Fund Budget Reserve Fund established
in Section 29-13-3, 20 percent of the ending balance in the General Fund from the previous
fiscal year that was unanticipated and unappropriated by the Legislature as a beginning balance

budget, the mayor shall submit to the council a capital improvement program covering all recommended

head of each office, department, board, or agency shall submit to the city manager, when required
by him or her, a work program for the year, which program shall show the requested allotments

Upon final adoption, the budget shall be in effect for the budget year. A copy of the budget,
