Section 45-48-121.07 Promulgation of rules. (a) The board shall make rules and regulations governing examinations, eligible registers, appointments, transfers, salaries, promotions, demotions, annual and sick leave, employee fringe benefits, seniority (which shall be based on actual time employed by the county), and such other matters as may be necessary to accomplish the purposes of this part. (b) A rule or regulation may be made effective only after a public hearing, for which a 30-day notice must be given, is held on the proposal thereof and after a certified copy thereof has been filed with the county governing body. All employees shall be appointed upon a nonpartisan merit basis. There shall not be appointed, and the board shall not examine, any person who is not a citizen of the United States. Section 11-40-32 Hearing; appeal. (a) Within the time specified in the notice, but not more than 30 days from the date the notice is given, any person, firm, or corporation having an interest in the building or structure may file a written request for a hearing before the governing body of the municipality, together with his or her objections to the finding by the municipal official that the building or structure is unsafe to the extent of becoming a public nuisance. Notwithstanding any law to the contrary, any Class 4 municipality that is organized pursuant to this article may from time to time reduce or delete various portions and areas from the territorial limits of its respective police jurisdiction or its planning jurisdiction or both as established by law, including, but not limited to, Sections 11-40-10 and 11-52-30, Act 76-594 and as amended by Act 94-539, the reduction and deletion shall be pursuant to the following procedure: (1) INITIATION.
