Section 29-2A-2 Composition; terms; vacancies; meetings; rulemaking authority. (a) The commission shall be composed of the following members: (1) Three members of the House of Representatives appointed by the Speaker of the House of Representatives, one of whom shall be a member of the minority party. (2) Three members of the Senate appointed by the President Pro Tempore of the Senate, one of whom shall be a member of the minority party. (3) Six members appointed by the Governor. (4) The Director of Finance, or his or her designee, who shall serve as a nonvoting member. Section 33-5-52 Boater safety certification generally. (a) Every person, except those specifically exempted by statutory enactment, within five years from April 28, 1994, shall procure a boater safety certification before operating a motorized vessel upon the waters of this state, as defined in Section 33-5-3. This section shall not apply to any sailboat, rowboat, or canoe. Section 40-12-253 Ad valorem taxation of motor vehicles. (a) Effective January 1, 2000, ad valorem taxes on motor vehicles shall be assessed and the tax collected forward on a current basis to coincide with the collection of motor vehicle license taxes and registration fees. Section 45-28-244.01 Levy and collection of tax; disposition of funds; Etowah County Development Committee. (a) In Etowah County, there is levied a one cent ($0.01) county sales and use tax in all areas of the county, which may become effective no sooner than January 1, 1996.
