Section 45-49-252.06 Collection of solid waste. (a)(1) Only county franchised collectors
possessing valid permits shall engage in the business of providing solid waste management
services to residential property within the county. Fees for such service shall be established
by resolution or ordinance of the Mobile County Commission, consistent with the provisions
of franchise agreements. Upon May 3, 1988, any proposed increase in fees charged shall be
reviewed and approved in the following manner: a. A franchised residential collector shall
provide notice in a newspaper of general circulation in Mobile County that the collector will
apply in writing to the solid waste management advisory board for an increase in fees charged,
including the amount of the proposed fee increase, at least three weeks prior to the giving
of such written application. b. The collector, not less than 10 days thereafter, shall provide

Section 45-36-141 Funding; county board of directors. (a) The County Commission of Jackson
County is hereby authorized to contribute public funds in an amount not to exceed four thousand
dollars ($4,000) in any fiscal year to an organized and established rescue squad operating
within the county which shall have been in existence for at least five years on April 12,
1988. After the county commission shall have adopted and recorded in its minutes a resolution
to make such contributions, payment shall be made from any funds in the county treasury not

Section 23-1-83 Transfer of general fund surplus to road fund by county. The county
commission of any county in this state may transfer to the road fund of the county any surplus
of the general funds of the county in the county treasury or any part of such surplus whenever,
in the judgment of such commission, it will promote the interest of the county to make such

shall be limited to the expenditure of funds, as may be appropriated by the county commission,
