to the approval of the Jackson County Commission, shall have the power and authority and shall

engineer. The Cullman County Commission or like governing body of Cullman County shall be
solely responsible for the construction, repair, and maintenance of the roads and bridges

of the State Department of Transportation to send names of candidates for the position of
qualified registered engineer or the commission, without said names, may employ a person who
