Section 45-42-162.17 Transition. (a) The transition period shall be directed by the provisions
contained herein. The level of services during transition shall not be below the level of
service previously provided by the respective government. (b)(1) Not later than six months
after assuming office, the commission shall adopt a plan for the reorganization of service
operations on a countywide basis, so that the general service district shall receive services,
(including, but not limited to: streets and roads, refuse disposal, police, parks, and recreation),
which are customarily furnished by a county government in a metropolitan area, and the urban
service district shall receive services, (including, but not limited to: additional police

Section 23-1-40 Duties and powers generally. (a) It shall be the duty of the Department of
Transportation to designate the roads to be constructed, repaired, and maintained and to construct,
standardize, repair, and maintain roads and bridges of this state; and it shall have authority

Section 11-65-5 Composition of commission; terms; qualifications; removal from office. (a)
Every commission shall have five members, which shall constitute its governing body. All powers
of a commission shall be exercised by its members or pursuant to their authorization. The

Section 45-37A-51.131 Method of selection and terms of appointment of board members. (a) The
members of the board of managers, other than the mayor who shall always serve as chair, shall
be selected and shall serve for the term as hereafter set forth. (1) The mayor of the city
