(a) The County Commission of Barbour County is authorized to employ a chief clerk to work in the office of the probate judge and such employee shall be selected by the probate judge and paid out of the general fund of the county. The county license commissioner shall recommend to the commission a chief clerk who, in the absence of the commissioner, shall exercise the same powers and authority herein granted to the commissioner.
