Section 45-8A-20.03 Filing of application; authorization of incorporation by governing body
of city. (a) The authority may be organized pursuant to the provisions of this part. In order
to incorporate such a public corporation, any number of natural persons, not less than three,
who are duly qualified electors of the city, shall first file a written application with the
governing body of the city, which application shall: (1) Contain a statement that the applicants
propose to incorporate the authority pursuant to the provisions of this part; (2) State the
proposed location of the principal office of the authority, which shall be within the corporate
limits of the city; (3) State that each of the applicants is a duly qualified elector of the
city; and (4) Request that the governing body of the city adopt a resolution declaring that
it is wise, expedient, and necessary that the proposed authority be formed and authorizing

Section 11-89C-10 Assessment, collection, etc., of fees, charges, or assessments. (a) The tax
assessor and the tax collector, or other public official performing the functions of the tax
assessor and tax collector, of every county in this state shall, upon request, implement procedures
necessary and appropriate in order to assess and collect the fees, charges, or assessments
levied in accordance with Section 11-89C-9(d) by any governing body or member governing body.
(b) The fees, charges, or assessments shall be a lien upon any land to which it may be levied,

Section 45-34-171.03 Licensing and operation of junkyards. (a) No person shall establish, operate,
or maintain a junkyard containing any items listed in Section 45-34-171, but not limited to
those items, any portion of which is within 1,000 feet of the nearest edge of the right-of-way
of any highway, without obtaining a county license to do so from the county commission through
the Henry County License Commissioner or other like official. No license shall be granted
except for those junkyards which are screened by natural objects, plantings, fences, or other
appropriate means so as not to be visible from the highway or any adjoining real property.
