Upon receiving the report from the board, the Mobile County Commission shall adopt all rules necessary to provide for and facilitate the adequacy of fire protection services in Mobile County Commission District 1. (a) The county governing body of Bullock County is authorized, when the need exists to provide protection against forest fires in Bullock County by participating in the Alabama Forestry Commission's fire protection program in the manner hereinafter specified.
