The following are exempt from the fire protection fee levied by this part: (1) A dwelling, business, or building which is owned by the federal government, or the state, a county, or a municipality. The board shall review and evaluate the delivery of volunteer fire services to owners of dwellings and commercial buildings within the unincorporated area in Mobile County Commission District 1 and any incorporated area in the district served by a volunteer fire department.
