Section 22-27-2 Definitions. For the purpose of this article, the following terms shall
have the meanings respectively ascribed to them by this section: (1) AGENCY. Any controlling
agency, public or private, elected, appointed, or volunteer utilizing methods approved by

Section 25-4-10 Employment. (a) Subject to other provisions of this chapter, "employment"
means: (1) Any service performed prior to January 1, 1978, which was employment as defined
in this section prior to such date and, subject to the other provisions of this section,

Section 45-20-90 Covington County Industrial Development Authority. (a) There is created
the Covington County Industrial Development Authority. The authority is created for the purpose
and has the responsibility of aiding and assisting current industries and coordinating efforts
of all municipal and county agencies of Covington County, as well as aiding organizations
in the development of new industries which shall provide job opportunities for the citizens

Section 11-92-4 Requirements as to acquisition and development of parks. The following
procedure shall be followed in acquiring and developing an industrial park: (1) The governing
body of any county or municipality shall determine by the adoption of a resolution duly entered
on its minutes that it shall become a participant or act alone in the acquisition and development
of an industrial park; (2) Any other county or municipality proposing to join as a participant
must adopt a similar resolution so stating within 90 days of the adoption of the resolution

Section 45-9-91 Creation; composition; headquarters; meetings; personnel. (a) Pursuant
to Amendment 678 of the Constitution of Alabama of 1901, there is created and established
