Section 45-18-230 Jail store and telephone system for inmates. (a) The Sheriff of Conecuh County, or the authorized agents of the sheriff, may operate a jail store and a telephone system for prisoners within the confines of the county jail. The jail store and telephone system shall be operated to serve the needs of the jail population. (b)(l) The sheriff shall establish and maintain a Law Enforcement Fund in a bank located in Conecuh County. The governing body of Baldwin County may appropriate out of any moneys in the county treasury not otherwise appropriated, and expend not more than the sum of twenty-five thousand dollars ($25,000) per fiscal year for any purposes, not otherwise provided for by law, that in their judgement are worthy and for the best interest of the county. (a) The Madison County Commission is hereby authorized to establish an animal control shelter program in Madison County and to provide such program or to enter into contracts with other governmental or private agencies for the operation and maintenance of the program. (b) If an animal control shelter program is established, each dog and cat in Madison County shall be licensed annually. (a) In all criminal, quasi-criminal, and traffic cases in district, circuit, and municipal courts in Chilton County, there shall be taxed as costs an additional ten dollars ($10) in each case. The additional court costs shall be collected in all cases where the defendant is adjudged guilty, a bond forfeited, a penalty imposed, or where there is issued any alias or capias warrant of arrest.
