Commission shall by resolution provide for the orderly collection of fees charged under this
article. The county commission may establish a periodic payment system and is authorized to

Section 45-48-70.24 Emergency purchasing. Each member of the commission shall have emergency
purchasing authority as follows: (1) Emergency purchases shall be restricted to equipment
repair, parts and supplies where needed equipment is idle because of lack of such parts and
supplies, and items required to alleviate dangerous traffic conditions or other conditions
constituting a danger to the public. Such purchases shall not exceed the sum of five hundred
dollars ($500) in any instance. (2) When an emergency purchase is made, a requisition shall
