Section 45-23-130.11 Employment of road supervisor in emergency. In the event of an emergency
in which it would be impossible for the commission to employ an engineer, the commission shall
employ a competent road supervisor who need not be an engineer, but, when so employed shall
have all the duties and authority of the engineer, and be subject to this article. An emergency
employment of a competent road supervisor shall not exist longer than necessary to employ
a qualified engineer who shall accept employment by the commission under the terms of this
article. It is the intention of this article to provide that, when county roads, bridges,

Section 11-69-1 Adoption and implementation of plan. (a) Any Class 7 or 8 municipality in this
state may adopt a rural scenic right-of-way plan for the development, improvement, and use
of right-of-way along municipal roads and streets and county roads within the corporate limits
and police jurisdiction of the municipality except right-of-way, highways, streets, or roads
