(a) Commencing with the fiscal year beginning October 1, 2007, the Houston County Commission may appropriate annually, out of the monies in the county treasury not otherwise appropriated, an amount not exceeding twelve thousand dollars ($12,000) into a fund to be known as the Contingent Fund, which may be expended for any county purposes not otherwise provided by law which in the judgment of the Houston County Commission are in the best interest of the county.
