Section 16-8-7 Appointment, duties and bond of superintendent as secretary of board.
The county board of education shall appoint as its executive officer a county superintendent
of education who shall also be the secretary of the county board of education. As secretary
he shall conduct all correspondence of the board, keep and preserve all of its records, receive
all reports required by the board and see that such reports are in proper form, complete and
accurate. He shall have the right to advise on any question under consideration by the board,
but shall have no vote. In case the office of the county superintendent of education is temporarily
vacant, or when the county superintendent of education is absent by reason of the nature of
business in hand, or otherwise, the board shall appoint one of its members to act for the

Section 34-21A-4 Meetings, compensation, expenses of the board. (a) Within 30 days after
annual appointment of new members, the board shall meet for the purpose of organizing, electing
new officers, and transacting such business as deemed necessary. This organizational meeting
shall not be considered a regular quarterly meeting of the board. (b) The board shall meet
at least four times a year on a quarterly basis with the board designating the months of the
meetings for the coming year at its annual organizational meeting. Regular meetings shall

Section 15-22-70 Mayor may appoint parole board; membership, terms, etc. The mayor,
or the chief executive officer if there is no mayor, of any municipality of this state having
a municipal court may appoint a parole board consisting of five members, one of whom he shall
designate to serve at his pleasure as chairman, and such chairman, shall if in attendance,
