Section 45-48-101.22 Boundaries of districts. (a) Following the release of any federal decennial census, the board, by majority vote, may change the boundaries of the districts in order to create single-member districts that comply with the one-person, one-vote requirement of the United States Constitution and may provide that members be elected from single-member districts, reside within those districts, and be elected by majority vote of the electors voting in the district. Any revised district arrangement to be used, in whole or in part, shall be approved by the board not less than 180 days before the election in which the revised districts shall first be used. (b) No change to the boundaries of existing districts shall be adopted by the board unless the board first shall have advertised in a newspaper of general circulation in Marshall County for at least two consecutive weeks the time and place of the meeting at which the change shall be voted upon. Section 45-5-244 Levy of tobacco tax; use of proceeds; violations. (a) The County Commission of Blount County may levy a county privilege or excise tax on every person, firm, or corporation that sells, delivers, uses, or otherwise consumes tobacco products in the county. Tobacco products include cigarettes, cigars, smoking tobacco, chewing tobacco, snuff, and tobacco paper, both gummed and ungummed, or packages thereof. The amount of the tax shall be established by ordinance and shall not exceed ten cents ($.10) per tobacco product or package thereof. Section 36-18-25 Collection of DNA samples from convicted persons. (a) All persons convicted of a criminal offense as set out in Section 36-18-24 shall, when requested by the director submit to the taking of a DNA sample or samples as may be specified by the director, provided, however, the director shall promulgate such rules and regulations as may be necessary for the purposes of ensuring that DNA samples are collected in a medically approved manner.
