Section 45-4-120 Countywide personnel system. (a) The County Commission of Bibb County may
establish and administer a countywide personnel system based on principles of human resource
management which shall include equity, fairness, and compliance with all applicable state
and federal laws. (b) As used in this section, the following words shall have the following
meanings: (1) APPOINTING AUTHORITY. All persons having the authority to hire, fire, and discipline
employees for their department. (2) CLASSIFIED EMPLOYEE. An individual who is assigned to
an on-going position, full or part-time, authorized by the county commission and whose salary
is paid with funds allocated by the county commission, regardless of the source of those funds,
and who is required initially to complete a probationary period. (3) COUNTY. Bibb County,

Section 45-49-120.07 Personnel director. The board shall elect and fix the salary of the director
who shall hold office at the will of the board. The board shall prescribe qualifications as
to residence, education, and experience as may be necessary in its opinion to fill the position

Section 36-26-28 Suspensions. (a) An appointing authority may peremptorily suspend any employee
without pay or other compensation as punishment for improper behavior, but the suspension
or total suspension by the appointing authority of the person shall not exceed 30 business
days in any year of service. The suspension with loss of pay may be effected only by service
upon the employee by the appointing authority of written charges setting out clearly the reasons
for which the suspension is being considered. Within 10 business days, the employee must accept
the suspension or request a suspension hearing. If the employee requests a suspension hearing,

Section 45-37-121.17 Promotions. With the discretion of the director of personnel, vacancies
in positions shall be filled, in so far as practicable by promotion from among employees holding
positions in the classified service. Promotions shall be based upon merit and competition
