Section 11-92A-14 Bonds of authority. (a) Bonds of an authority shall be signed by its chairman
and attested by its secretary, the seal of the authority shall be affixed thereto, and any
interest coupons applicable to said bonds shall be signed by the chairman; provided that a
facsimile of the signature of said officers may be printed or otherwise reproduced on any
such bonds in lieu of being manually subscribed thereon, a facsimile of the seal of the authority
may be printed or otherwise produced on any such bonds in lieu of being manually affixed thereto,
and a facsimile of the chairman's signature may be printed or otherwise reproduced on any
such interest coupons in lieu of being manually subscribed thereon, provided that the bonds
have been manually authenticated by a transfer agent of the bond issue. Delivery of the bonds
so executed shall be valid notwithstanding any changes in officers or in the seal of the authority

Section 24-1-66 Powers and duties of authority generally. (a) An authority shall constitute
a public body and a body corporate and politic exercising public powers, and having all the
powers necessary or convenient to carry out and effectuate the purposes and provisions of

Section 33-9-2 Authorization; provisions. The Governor, on behalf of this state, is hereby
authorized to execute a compact, in substantially the form as provided hereinafter, with the
State of Mississippi: Article I. The purpose of this compact is to promote the development
of a deep draft harbor and terminal to be located on the continental shelf of the United States,
in the Gulf of Mexico, and to establish a joint interstate authority to assist in this effort.
Article II. The states which are parties to this compact (hereinafter referred to as "party

Section 34-21A-3 Alabama Onsite Wastewater Board. (a) There is established the Alabama Onsite
Wastewater Board. The board shall consist of nine members who shall, at the time of appointment
and during the entire time for which appointed, be residents and citizens of Alabama. The

Section 23-1-40 Duties and powers generally. (a) It shall be the duty of the Department of
Transportation to designate the roads to be constructed, repaired, and maintained and to construct,

employee of an awarding authority and no person acting or purporting to act on behalf of such
officer or employee of an awarding authority, except a public agency or authority created
