(a) After the tax herein authorized has been levied in accordance with the provisions of this part, no person, firm, or corporation shall sell, store, or distribute tobacco or tobacco products, which are subject to such tax, without complying with the provisions of this part and the rules and regulations promulgated and adopted by the county governing body pursuant thereto, and paying any and all tax which such person, firm, or corporation may be liable under this part. A person or entity making the sale of the motor vehicle shall deduct from the proceeds of the sale the reasonable cost of repair, towing, storage, and all reasonable expenses incurred in connection with the sale. (a) The Sheriff of Madison County may charge a fee of ten dollars ($10) for fingerprinting persons for passport identification, employment purposes, or other personal reasons; however, a fee may not be charged if the fingerprinting is performed for a public purpose or on behalf of a public entity.
