and programs. Nothing in this chapter shall be construed to mean that the facilities and programs,
provided for herein, are to be under the control or direction of any person other than the

Department of Forensic Sciences shall prepare an annual accounting of the distribution of
monies received and the effectiveness of programs implemented pursuant to this chapter and

the exchange of medical, fire, police, reconnaissance, welfare, transportation and communications

(a) Each political subdivision of this state is hereby authorized and directed to establish
a local organization for emergency management in accordance with the state emergency management
plan and program and may confer or authorize the conferring, upon members of the auxiliary
