Section 44-1-70 Department of youth services designated "youth services department
district." The department of youth services as presently constituted by law is hereby
designated as a special school district of the state to be known as the "youth services
department district," hereinafter referred to as the district. The relationship existing
between the district and the state board of education shall be the same as that of local boards

Section 16-24B-2 Definitions. As used in this chapter, the following terms shall have
the following meanings: (1) CHIEF EXECUTIVE OFFICER. The chief administrative officer of the
employing board, including the superintendent of any public county or city school system,
