acting through the State Department of Transportation and its duly authorized employees, and
the various counties of the state, acting through the county commissions and their duly authorized

Section 12-5A-10 Operating expenses; inventory of county-owned property; election to

Section 11-29-6 Distribution of fund capital; purposes for which counties may use funds.
The fund capital shall be distributed to the several counties of the state and shall be paid
on April 15 of the fiscal year for which each annual appropriation is made as follows: Part
