Section 16-16A-2 Definitions. As used in this chapter, the following words and phrases shall have the following meanings: (1) AUTHORITY. The Public School and College Authority. (2) BASELINE DATE. Section 2-3A-7 Powers of authority; open meetings. It is the intention of the Legislature in enacting this article to preserve inviolate all appropriations and pledges heretofore made of any portion of any revenues of the department for the benefit of any of the outstanding bonds. (a) Whenever it shall become necessary that monies be raised for qualified projects, including monies to be used to refund any bonds then outstanding, the bank may issue bonds as provided in this chapter.
