Section 31-9-24 Regular and emergency appropriations; state grants to political subdivisions.
(a) The funds appropriated by the Legislature in the general appropriation act for the support
and maintenance of this article shall be expended solely for the purposes designated in the
appropriation act and shall be limited to the amounts provided therein and shall be disbursed,
in the same manner as all other state funds are disbursed, by warrant of the Comptroller authorized
by the Director of the Emergency Management Agency and approved by the Governor, subject to
the terms, conditions, provisions, and limitations of Article 4 of Chapter 4 of Title 41.
In addition to any other appropriation, there is hereby appropriated out of any moneys in
the State Treasury the sum of $250,000, or so much thereof as may be necessary, for the expenses

Section 31-9-10 Local emergency management organizations; emergency powers of political subdivisions.
(a) Each political subdivision of this state is hereby authorized and directed to establish
a local organization for emergency management in accordance with the state emergency management
plan and program and may confer or authorize the conferring, upon members of the auxiliary
police, the powers of peace officers, subject to such restrictions as shall be imposed. The
governing body of the political subdivision is authorized to appoint a director, who shall
have direct responsibility for the organization, administration, and operation of such local

from the recovery fund for purposes set out in this section: (1) Distributions may not be
used for state emergency response and relief efforts, except as determined appropriate pursuant

Compact. The Emergency Medical Services Personnel Licensure Interstate Compact is hereby enacted
into law and entered into with all other jurisdictions legally joining therein in form substantially
as follows: SECTION 1. PURPOSE In order to protect the public through verification of competency
and ensure accountability for patient care related activities all states license emergency
medical services (EMS) personnel, such as emergency medical technicians (EMTs), advanced EMTs
and paramedics. This Compact is intended to facilitate the day to day movement of EMS personnel
across state boundaries in the performance of their EMS duties as assigned by an appropriate
authority and authorize state EMS offices to afford immediate legal recognition to EMS personnel

Section 25-4-40.1 Employment Security Enhancement Fund. (a) Retroactive to April 1, 1992, there
is hereby placed upon all wages so defined in Section 25-4-16, paid to employees by employers
subject to pay contributions as provided in Sections 25-4-51 and 25-4-54, except as is hereinafter
provided in this section, a special assessment of 0.06 percent (six one-hundredths of one
percent) of such wages. This assessment shall not apply to wages paid during any calendar
quarter of any calendar year by any employer whose rate of contribution has been computed

average salary of Alabama teachers, including the State Minimum Salary Schedule, local salary
supplementals, state incentive pay such as National Board of Professional Teaching Standards
certification, and any other salary compensation paid to Alabama teachers, shall be increased
to the national average for teacher salaries as provided in this article. Beginning in the
