Section 41-9-211 Powers and duties of office. (a) The powers and duties of the Office of State
Planning and Federal Programs shall be as follows: (1) To develop a comprehensive state plan,
and yearly updates to the plan, to be submitted by the Governor to the Legislature for its
consideration; (2) To develop, for approval by the Governor and the Legislature, long-range
plans and policies for the orderly and coordinated growth of the state, including but not
limited to, functional plans; (3) To prepare special reports and make available the results
of the research, studies and other activities, through publications, memoranda, briefings

(1) Investigate the resources of the Tom Bevill Reservoir Management Area and determine the

Section 11-96-5 Community action program defined; components of program; administration. (a)
A community action program is a community-based and -operated program which: (1) Includes
or is designated to include a sufficient number of projects of components to provide, in sum,
a range of services and activities having a measurable and potentially major impact on causes
of poverty in the community or those areas of the community where poverty is a particularly
acute problem; (2) Has been developed, and which organizes and combines its component projects
and activities, in a manner appropriate to carry out all the purposes of Sections 11-96-2

(a)(1) There is established in determined geographic regions of the state one or more autism
centers whose purpose is to provide nonresidential resource and training services for persons
of all ages and of all levels of intellectual functioning who have any of the following: a.
