Section 41-9-22 Officers and employees; meetings; offices, books, etc.; powers and duties generally.
(a) The commission may receive donations and contributions to carry on its work. It may establish
and maintain permanent offices and rooms. It may elect an executive officer, employ other
officers and employees and fix their compensation. It shall hold an annual meeting and as
many special meetings as may be necessary to conduct its business. Its books shall be subject
to examination by the Department of Examiners of Public Accounts. It shall have power to adopt

Section 36-7-25 Adoption of rules and regulations to provide for prepayment of travel expenses;
annual examination and report of public accounts. (a) The state Comptroller, with the approval
of the Chief Examiner of Public Accounts, may adopt rules and regulations to provide for the
prepayment of travel expenses for state officers and employees traveling on authorized official
state business. No traveler shall have expenses for any one period of travel prepaid for him

Section 16-44A-16 Establishment of bank accounts; adoption of annual budget; performance of
independent annual audit. (a) The board shall establish its account(s) and deposit its funds
therein with any bank qualified to serve as a state depositary. All funds shall be governed
by the applicable laws of Alabama, including the state bid law and the ethics act. Nothing
herein shall be deemed to require uncompensated compact delegates, compact members, and board
