Section 41-16-57 Municipal or county contracts for certain services exempt from competitive
bid requirements. (a) When purchases are required to be made through competitive bidding,
awards shall be made to the lowest responsible bidder taking into consideration the qualities

Section 41-16-75 Sole source purchases. State entities seeking to purchase goods or
services from a sole source vendor may do so only upon the approval of the Department of Finance,
through the Division of Purchasing, unless the purchasing state entity is authorized by law
to conduct its own purchasing activities. Approval for sole source purchases shall be given
only if the purchasing state entity establishes that no other goods or service can meet its
needs and that no other vendor offers substantially equivalent goods or service that can accomplish
