Section 41-9-715 Perpetual appropriation; surplus property. (a) There is continuously
appropriated out of funds in the State Treasury, not otherwise appropriated, the sum of not
less than $200,000, for the operation of the commission, which funds shall be disbursed in
accordance with a financial management system approved by the Legislative Council. (b) The
commission may accept any surplus property from other government agencies and shall be exempt
from paying the surplus property surcharge of the Alabama Department of Economic and Community

Section 45-34-83 Southeast Alabama Human Development Council. (a)(1) In Henry County,
the Southeast Alabama Human Development Council is hereby established as a nonprofit entity.
The members of the council are the juvenile judge, chair of the county commission, sheriff,
the members of the legislative delegation or their designee of Henry County, and two members
