of contracts for public works whose competitive bidding requirements are governed exclusively
by Title 39, all expenditure of funds of whatever nature for labor, services, work, or for
the purchase of materials, equipment, supplies, or other personal property involving fifteen
thousand dollars ($15,000) or more, and the lease of materials, equipment, supplies, or other
personal property where the lessee is, or becomes legally and contractually, bound under the

Section 45-44-72.04 Powers and duties of commissioners. Each member of the county commission
may inspect the roads and bridges of his or her district from time to time. The members of
the county commission may also assist in securing right-of-way and assist in public relations

Section 45-12-130 Qualifications; duties. The county commission shall employ a county
engineer, who shall be a qualified and competent civil engineer, possessing all of the qualities
