Section 41-10-513 Facilities - Construction. All facilities constructed by the authority shall
be constructed according to plans and specifications of architects or engineers, or both,
selected by the authority. The parking deck shall be planned and constructed in such a manner

Section 16-16-10 Disposition of proceeds of bonds. (a) The proceeds of all bonds, other than
refunding bonds, issued by the authority remaining after paying expenses of their issuance
shall be deposited in the State Treasury and shall be carried in the State Treasury in a special

unincorporated areas. (a) This section shall apply within all unincorporated areas of Baldwin
County. (b) The county commission shall have zoning authority and the power to establish and
