Section 41-10-357 Authorization to issue bonds; limitation on use of proceeds. For the purpose
of acquiring, constructing, installing and equipping mental health facilities, the authority
is hereby authorized to issue and sell from time to time its bonds, which bonds may be in
the form of interest-bearing bonds or noninterest-bearing bonds. The aggregate principal amount
of bonds issued under this article shall (other than refunding bonds) not exceed $100,000,000.00.
Provided, however, that the proceeds from the bonds issued under the provisions of this article
shall not be utilized for the construction, installing or equipping of community crisis stabilization
units unless there is no available existing hospital beds that can be leased for said purposes

Section 29-2-20 Creation; composition; duties. (a) A permanent legislative committee which
shall be composed of eight members, two of whom shall be ex officio members and six of whom
shall be appointed members, three each to be appointed by the President of the Senate and

Section 28-3-202 Additional 10 percent tax - Special Mental Health Fund and general welfare
purposes. (a) Repealed by Acts 1986, No. 86-212, p. 264, §3. (b) Levy; collection; disposition
of proceeds. In addition to all other taxes of every kind now imposed by law and in addition
to any marked-up price authorized or required by law, there is hereby levied and shall be
collected a tax at the rate of 10 percent upon the selling price of all spirituous or vinous
liquors sold by the board. The tax imposed by this subsection shall be collected by the board
from the purchaser at the time the purchase price is paid. One half of the proceeds derived
from the tax shall be deposited in the State Treasury to the credit of the Public Welfare
