Section 16-22-4.1 Education employee liability insurance; self-insurance. (a) For the purposes of this section, the following terms shall have the following meanings: (1) CERTIFICATED PERSONNEL. Full-time teachers, principals, and other education employees employed by a local board of education and required to hold a certificate issued by the State Superintendent of Education. (2) LOCAL BOARD OF EDUCATION. A city or county board of education, the Board of Trustees of the Alabama Institute for Deaf and Blind, the Alabama Youth Services Board in its capacity as the Board of Education for the Youth Services School District, the Board of Directors of the Alabama School of Fine Arts, and the Board of Directors of the Alabama School of Mathematics and Science. Section 16-3-16 Teachers' training and certification; reciprocity. (a) Subject to the provisions of Chapter 23 of this title, the State Board of Education, through its executive officer, shall prescribe rules and regulations governing the training and the certification of teachers in the public schools of the state, and for the acceptance of the diplomas of the colleges and universities of Alabama, as well as of other states. Section 16-6B-1 Student achievement. (a) The Legislature finds that the people of Alabama desire two basic things from their public schools: (1) High achievement for students. (2) A safe and orderly environment in which to learn. (b) The Legislature encourages the State Board of Education to assist local boards of education in the development of a strong disciplinary policy and directs the State Board of Education to develop a program to closely monitor student achievement.
