Section 32-6-4.1 Special nondriver identification cards - Issuance; fees; expiration.
In addition to the drivers' licenses and nondriver identification cards provided for in Section
32-6-4, the Director of the state Department of Public Safety shall promulgate the necessary
rules and regulations for the issuance of special nondriver identification cards. The Department
of Public Safety, judge of probate, or license commissioner may charge only the cost to the
Department of Public Safety and the county fee, if any, for the issuance of a nondriver identification
card for any person 62 years of age or older. A mentally or physically disabled or legally
blind person who is incapable of obtaining a driver's license shall not be charged a fee,
except the county fee for the issuance of a nondriver identification card nor shall the card
have an expiration date, except as provided by rules and regulations of the Director of the

Section 2-3-23 Promulgation and enforcement of rules and regulations; posting of rules;
penalty. The Commissioner of Agriculture and Industries is empowered and authorized, with
the approval of the State Board of Agriculture and Industries, to promulgate and enforce such
