Section 40-23-1 Definitions; transactions considered or not considered sales. (a) For the purpose of this division, the following terms shall have the respective meanings ascribed by this section: (1) PERSON or COMPANY. Used interchangeably, includes any individual, firm, copartnership, association, corporation, receiver, trustee, or any other group or combination acting as a unit and the plural as well as the singular number, unless the intention to give a more limited meaning is disclosed by the context. Section 25-4-8 Employer. (a) Employer, as used in this chapter, prior to January 1, 1978, shall mean any employing unit which was so defined in this chapter prior to such date. After December 31, 1977, except as otherwise provided in this chapter, employer, as used in this chapter shall mean: (1) Any employing unit which, after December 31, 1977: a. Section 25-4-51 Rates of contributions, etc., by employers. (a) Contributions. Except as hereinafter provided and subject to the provisions of Section 25-4-54, every employer shall pay contributions, or payments in lieu of contributions, equal to the percentages of wages payable or paid as hereinafter set out, with respect to employment by him. Section 29-12-1 Limitation on appropriations. The Legislature shall not appropriate any funds from any of the several clearing or holding accounts into which the Department of Revenue deposits tax revenues on a timely basis and from which the state Comptroller makes disbursements, which are limited by statutes to the purpose of legal expenditure of such tax revenues. Such accounts are not the end destination of such tax revenues but a clearinghouse for immediate deposit of tax revenues into the State Treasury as a matter of convenience until the state Comptroller makes such disbursements, including the processing of tax refunds as may be necessary. Section 29-2-4 Reporting requirements; powers and duties. (a) On or before January 31 of each year, any county or city required to report local motor fuel excise tax rate information to the Department of Revenue pursuant to Act 1998-192 shall provide a similar report to the transportation department regarding the total amount of local motor fuel excise tax revenues collected by the county or city for the immediately preceding fiscal year and the total amount of the revenues expended on road and bridge maintenance and improvement during that same fiscal year.
