standard specifications of the department or other specifications the department determines
necessary for the project. (i) (1) Notwithstanding any law to the contrary, the Department
of Transportation may provide compensation for an uncontested claim not to exceed five thousand
dollars ($5,000) for injury to a person or property or to pay an unpaid vendor invoice

The Southeast Interstate Low-Level Radioactive Waste Management Compact is hereby enacted
into law and entered into by the State of Alabama with any and all states legally joining

from liability for the underlying obligation except to the extent that the state government
realizes final payment of the underlying obligation in cash or the equivalent. If final payment
is not made by the credit card issuer or other guarantor of payment in the credit card transaction,
then the underlying obligation shall survive and the state government shall retain all remedies
for enforcement which would have applied if the credit card transaction had not occurred.

Section 41-9-249.1 Contracts for recovery or salvage of archaeological treasure, etc. (a) Notwithstanding
any provision of law to the contrary, the Alabama Historical Commission may enter into contracts
with any group or person for the recovery or salvage of archaeological treasure, sunken or
abandoned ships and wrecks of the sea, or parts thereof or their contents, which are determined
to be located on state owned lands, or on private land if the written consent of the owner
thereof is first obtained. Such contracts shall be on forms approved by the commission and
may provide for fair compensation to the salvager, and owner of the private land where applicable,
in terms of a percentage of the reasonable cash value of the objects recovered or at the discretion

Section 29-11-1 Transfer of certain state funds to offset costs of services. (a) Notwithstanding
any other provision of law to the contrary, in order to provide for an increase in receipts
into the State General Fund for the funding of the operations of state government, there is
hereby established the authority to transfer from the following state departments state funds

the procurement of professional services by any agency, department, board, bureau, commission,
authority, public corporation, or instrumentality of the State of Alabama shall be conducted
