Section 45-37-122.06 Powers and duties. A county manager hired pursuant to this part shall be the chief executive officer of Jefferson County and, as such, shall carry out the duties and responsibilities established by the county commission, including the following: (1) To act as the primary administrative advisor to the county commission on all matters relating to the efficient and economical administration of county government. (2) To act as the executive agent of the county commission in overseeing the implementation of authorized projects and programs, assuring appropriate coordination of departmental operations, and resolving interdepartmental problems and disputes. Section 45-48-121.11 Removal, discharge, or demotion of employee; proceedings; appeal. (a) The county commission, any member of the governing body, or the head of any department or office, respectively, can remove, discharge, or demote any merit employee who is directly under such governing body, member thereof, or department head, provided that within five calendar days a report in writing of such action is made to the board and employee, giving the reason for such removal, discharge, or demotion. Section 26-10A-19 Investigation. (a) A pre-placement investigation shall be made to determine the suitability of each petitioner and the home in which the adoptee will be placed. The investigation shall include a criminal background investigation and any other circumstances which might be relevant to the placement of an adoptee with the petitioners. A copy of the pre-placement investigation shall be filed with the court when the petition for adoption is filed. (b) An individual or couple may initiate a pre-placement investigation by request directly through the Department of Human Resources or a licensed child placing agency or by filing a request with the probate court.
